FINISHED PROJECTS:
Proposals for measures and actions for the reduction of pollution from hazardous substances for the Baltic Sea Action Plan
The project has been commissioned to support the elaboration of measures for the reduction of emissions, losses and discharges of certain hazardous substances in the Eastern Baltic Sea Region. These measures shall be included into the Baltic Sea Action Plan (BSAP), which will be adopted in November 2007 by the Environmental Ministers. Its regulatory background is the HELCOM strategy with regard to hazardous substances (19/5) as well as the new EU Marine Strategy/Directive and the Water Framework Directive.
The main objectives of the project were: i) to propose actions suitable to substantially contribute to improving the state of the marine environment; ii) to remove substances and sources from the HELCOM work programs that are not an issue anymore and iii) to design an Action Program which contributes to a front-running role of HELCOM in implementing the EU marine strategy and related legislation.
The project has been implemented by a consortium consisting of the Baltic Environmental Forum Group, a network of non-governmental, not-for-profit organisations in Latvia, Estonia, Lithuania, Russia, and Germany and the three consulting companies: Ökopol (Germany), eko-net.pl (Poland) and Hendrikson & Ko (Estonia).
Project implementation period: 1 February – 30 September 2007
The Project focussed on the conditions in the new EU member states (Estonia, Latvia, Lithuania and Poland) and Russia (North West Region only). By example of 11 (groups of) hazardous substances, the consultant analysed the available information on current uses and emissions of these substances and the current practise in applying the existing regulatory instruments to reduce releases. Based on this analysis, the consultant proposes a suite of 30 actions to promote the long-term process towards meeting HELCOM objective in 2020. Report of measures please find attached here.

Investigating the situation on the field of hazardous substances, attracting stakeholders and co-operation

Time: May - September 2005 Goal: to collect data and find out actions that have been taken by different Estonian parties on hazardous substances field and needs for co-operation with other Baltic Sea countries.

Baltic States Regional Programme on Chemicals Control (BACCON)
Donor: different donors from Sweden, Finland, Germany, Denmark, and Baltic States.
Time: 1997-2004
Place: Activities took place in Estonia, Latvia, and Lithuania.
Goals:
- To support the process of integration of the three Baltic States into the European Union in the field of Chemicals Control through providing information on the actual issues at the workshops.
- To provide the basic knowledge for industry on the EU requirements and the corresponding implementation measures to be taken by industry and as well as for state authorities.
- To assist the Baltic authorities in setting up efficient data collection systems and providing a discussion form to exchange information on it.
- To support Baltic enterprises and to develop and adopt chemicals management tools and help companies to integrate these tools into the existing management system.
- To make the actor’s producers, importers, user enterprises, as well as authorities fit to communicate with each other and share the responsibilities.
Results:
- 72 workshops, seminars or trainings (with participation of 2000 participants), many national and planning meetings were carried out;
- Many study visits were organized;
- 12 pilot enterprises were working on the developed tools and wide range of Baltic enterprises were introduced to the project results (in total 99 enterprises);
- The manual for the Training Programme for Classification, Labelling and Packaging was elaborated;
- The practical guidance material for companies on chemicals risk management was elaborated;
- 3 publications were published;
- 6 info-leaflets on actual chemicals control issues: Chemicals inventory, Safety data sheets, Labeling, Biocides and Notification of new substances, Importers roles and responsibilities;
- Market overview on the chemicals imports in the Baltic States was performed.
